Do we allow the model to calibrate to multiple values of a particular indicator in a single year? #10

For example, with the Zimbabwe dataset, the Marrakech dataset gives us values for 2014, and some of these conflict with values that we have from Spectrum etc.

This raises the question as to whether the model should be allowed to calibrate to more than a single data point for a particular indicator at a single point in time?

We could allow the model to make a decision to 'keep' one value by assessing all available and accepting the one with the best weight (e.g. green).

But, then what if two values were 'green'?
