re-render frames and reaper have a race condition #14

If you re-render frames from a complete job, the tasks will get marked as
new - however the reaper may mark the job "done" before the manager assigns
the tasks.

Trying to set the status back to "verify". I believe then the reaper will 
re-tally the task counts not mark it as done. Testing now..
