Job stdout/stderr filters #40

Move source of job error regexes to a database table. 

Add abstraction of job filter sets to jobs, so you can set per-job which set to 
use. Default per job type.

FilterSets implemented in absubmit and the Burner.

Still need to add logic to deal with filters of a different type than 
Task-Retry though.
