adding oracle DB integration to chat message to persist

Since this setup requires connecting to oracle DB through wallet certificates that are difficult to add to streamlit hosted app, I decided to take out the chat portion and instead self host myself. I opened a new repo for this gemini_chat. Thus I am closing this PR and deleting the branch.
