Improve commit message in `fixBuildError.ts`

Description

• Today, the commitMessage used in fixBuildError.ts is always JACoB commit: fix build error.
• However, we should create a more helpful commit message that includes the suggestedFix text from the assessment.

Exit criteria

• The calls to checkAndCommit() within fixBuildError.ts no longer use hard-coded commitMessage
• The commitMessage starts with JACoB fix build error: followed by the suggestedFix text from the assessment.
