Improve pipeline

Improve the github actions pipeline to add:

• Testing of python code on pushes to branches
• Pylint testing - fails if the score is below a level such as 6
• MR templates
• Automatic generation of changelogs and release notes based on the MR text
• Automatic versioning for merges to main based on https://semver.org
