"Nighttime Nudge" turns lights up if they are already below the scene's configuration

Nighttime nudge does not check that the lights are turned on above the brightness that they specify in the scene.

This can lead to a situation where the lights actually turn up in brightness when they are intended to turn down to help us sleep.
