swap deprecated Formatting.jl for newer Format.jl #37

This PR simply updates from deprecated https://github.com/JuliaIO/Formatting.jl to https://github.com/JuliaString/Format.jl

Thanks! It's annoying the tests are failing on 1.0, but I guess that's just because Format.jl only supports a later version of julia? I'm happy to merge this, but we just need to bump the julia version
