Solve problem with SYSDBA init without legacy auth #38

Only initialize legacy_auth user if legacy authentication is enabled. This should fix the issue mentioned in this comment.

Word of warning: I wasn't able to test this, because for some reason I can't build the image on my Windows machine (it fails with a "/bin/sh: 1: ./build.sh: not found").
