add tests for build_on_state. some basic test cases include the following:

empty block
single transaction w/ coinbase payment/tip and single end-of-block payment transaction to fee recipient

hi @chirag-bgh, thank you for your interest in contributing to evangelion! however for this issue, I would prefer to take it on myself. I have some (quite opinionated) ideas about how I want it to look, so I would prefer to lay the groundwork.

the repo is in a high state of flux for the time being, but I hope to get it to a more contributor-friendly place soon.
