The title says it all!

Do you believe it is still possible to rebase on a more recent llvm main branch to facilitate upstreaming?

Last week or so, he said 18:38:32 <jacobly> when I have a week of free time. It takes some work because there are conflicts to solve.

Update: This branch is 123 commits ahead, 36117 commits behind llvm:main.

Has anyone looked at process for upstreaming this into LLVM proper, alongside a test suite, so that it's not constantly drifting?

I'd like to take the time over the summer to get this branch back to tracking mainline. I'll update here when I have something.

It's on my agenda, but there's no way that I'll get to it (or half the other things on my agenda) this summer. I was optimistic when I first said that I'd take it on, and an unexpected job is eating into my development time now.
