Limit length of notes field

Transaction notes can be arbitrarily long leading to malicious use of db space. Should validate to be no more than 1k chars (or something reasonable).

• Possibly change the db column to a varchar(1000) or add a check constraint
• Add validation to frontend/backend schemas
