Change license to LGPL #296

Change the license of HashOver from AGPL to LGPL.

The AGPL is the only license suitable for copyleft software intended for use over a network, the LGPL is too permissive and does not protect against Tivoization. Popularity is not very important to me. I don't think people care what license the software has, and I haven't gotten any complaints about the license, so changing it is not a high priority for me.
