publicTimeline should accept no arguments #32

What steps will reproduce the problem?
1. include a $since_id in a publicTimeline() call
2. check response

What is the expected output? What do you see instead?
The response data is not limited to the $since_id argument included, although 
looking at the 
current API that's probably correct, as no paramters are required in the 
current API so the 
parameter in the call is ineffective. No harm, low priority.

What version of the product are you using? On what operating system?
php-twitter version 1.1 on Mac OS X
