Support various time formats in the exported schedule files

There are various time formats used in the schedules exported from TeliOpti.

• [x] 1500-0000
• [x] 08:00 - 17:00
• [x] 18:00-03:00
• [x] LA 10:00 - 22:00
• [x] EA 10:00 AM - 7:00 PM
• [x] DY 08:00 AM - 06:00 PM
• [x] E 9:00 AM - 6:00 PM
• [x] L 2:00 PM - 11:00 PM
• [x] 11:00 AM - 08:00 PM
• [ ] LA 3:00 PM - 12:00 AM +1
• [ ] L 4:00 PM - 1:00 AM +1
• [ ] L 3:00 PM - 12:00 AM +1

Need to do conversions on the times as well seeing that multiple times zones are supported and we need the times in SAST.
