XHTML with DOCTYPE #168

PROBLEM:
When I create an ePub with XHTML files with DOCTYPE header epubcheck3.0b4 
reports me an error.

METHOD:
1. Create XHTML files with DOCTYPE header.
2. Create an ePub file with the previous XHTML files.
3. Check this ePub with epubcheck3.0b4.

RESULT:
Errors are reported.

EXPECTED:
No error.

PLATFORM:
Mac OS X.

Hi Mikael, 
If you are creating an EPUB 3 document, then EpubCheck does the right thing: 
external identifiers are forbidden in EPUB 3 (see 
http://idpf.org/epub/30/spec/epub30-publications.html#sec-xml-constraints).

I am unable to get the error triggered for EPUB 2 documents with doctypes (i.e. 
EpubCheck is fine with that), however please reopen this issue if you are not 
creating EPUB 3 content, and then please also submit a sample so that I can 
repeat the behavior.
