We need a version of Epubcheck that is not referred to as 'Beta'

PROBLEM:

It is causing serious issues in the supply chain that 3.0b5 is still referred 
to as 'Beta'. Vendors are failing files for ingestion when they validate 
perfectly will with v3 because they are still using v1.2. They say that they 
will not upgrade because v3 is still a 'Beta' version. If this version is the 
recommended one for production use, please change it to a stable release number 
and institute any further modifications in a development release (v3.1?)

This is causing us a lot of repetitive issues, and will do so more often in the 
future unless this is changed soon.
