With multiple monitors, I can just set one, and another got turned off.

How could I turn off all monitors? Thanks.

Looking at replies from org.gnome.Mutter.DisplayConfig.ApplyMonitorsConfig D-Bus method when specifying empty list of virtual monitors, it seems impossible. Anyway, you need to ask in another place: Mutter issue tracker (https://gitlab.gnome.org/GNOME/mutter). This tool (gnome-monitor-config) is just a nice wrapper over D-Bus calls.
