GATE 7.1 and its dependencies #451

Attached is a patch that provides GATE 7.1 and its dependencies.  I handled 
GATE's CREOLE plugins by zipping them up and making the zips artifacts of type 
"creole".  This allows for the build script to automatically unzip all the 
artifacts of type "creole" and unzip them to the appropriate location 
automatically.
