i am facing the same problem on Android 2.2 CTS running on OMAP ZOOM2 while
running Java test plan.

The device can not be rebooted if ADB works via Ethernet.
Try to disable reboot while running CTS via changing in
cts/tools/utils/host_config.xml the value of maxTestCount parameter to 0.

I changed maxTestCount to 0 but ,i got the same error ,the error is shown below
cts_host > start --plan Java

I met the similar errors on different test plan. But CTS that ran against
single package in the plan was good.
start --plan Android -package android.media

This did work for me. Thanks for the simple, working, solution (the max
connections was set to a meagre 200).

I am beginner to CTS,
I also facing the same issue...
I set MaxTestCount to -1 , cts/tools/utils/host_config.xml
Still I am facing same issue. any help is appreciated.
