Add arm64 build #35

comment out protoc-gen-lint as it does not have arm64 build (could make it conditional)

4hrs to build, insane. Trying out another approach in #35 which might be caching intermediate layers in GH cache and might be faster going forward. For now merging this just to get an image out to test.
