[v2] Features page should not duplicate Sampling page #767

Similar to #764, the Sampling section in Features (https://www.jaegertracing.io/docs/next-release-v2/features/) is repeating a lot from Architecture/Sampling. We should only have a brief mentioning in the Features and link to Architecture/Sampling for full details.
