Bump jaeger operator image and helm chart versions.

also for the jaeger one it is missing the bump for the image

Sure I will remove the jaeger tenant update from this PR. Looking at the tenant, there is no image tag default specified in values.yaml. It looks like the image defaults to the Chart.AppVersion which I bumped to 1.45. Let me know if I'm missing something here @cpanato
