[jaeger] Updating kafka chart dependency back to 19.x due to breaking change introduced in new kafka tag

What this PR does

Reverting kafka chart updates While testing Jaeger with new kafka chart we found kafka has new bug introduced with this chart which is crashing kafka. Known bug: https://github.com/bitnami/containers/pull/34152

Sorry for confusion, didn't see this new bug until we upgraded and tested in our environment

Which issue this PR fixes

Reverting kafka chart so kafka works with old bitnami images

(optional, in fixes #<issue number>(, fixes #<issue_number>, ...) format, will close that issue when PR gets merged)
