Fix time zone issues #24

There is 2 issues while working with ClickHouse database with non-UTC time zone:

Plugin cannot connect to database due to following error: could not connect to database: "could not load time location: unknown time zone {any non-UTC time zone}"
Searching for traces works incorrectly: search range "shifts" by difference between UTC and ClickHouse server time zone

Second one is easy, gonna PR after my current one. For first one I know only a cratch solution by monting directory with time zone info to launching docker container
