Move config to separate files - from branch in this repo #61

The reason for the change is to make it possible to use external storages. At the moment jaeger configuration is embedded in the resource files with storage deployment.

I will update the readme, this is a preparation to be able to use external storage deployment .eg. https://github.com/RHsyseng/docker-rhel-elasticsearch/tree/5.x
