scatter plot zoom-in/zoom-out #808

It is possible to change a time range by manipulating Custom time range lookback, but its not as convenient and fast as selecting latency spike or interesting time range on a plot.

proposal

Would be nice to have zoom-in/zoom-out functionality same as in grafana/kibana e.g.: screenshot from 2018-05-06 01-43-48

This would fit into kibana/grafana flow which is often used together during investigations: screenshot from 2018-05-06 02-12-51
