WebP Codec for Windows view size issue #251

What steps will reproduce the problem?
1. Get webp pictures that bigger than screen.
2. Use "view as slideshow" feature built-in windows 8.1

What is the expected output? What do you see instead?

The pictures should be re-sized to screen size, but instead it larger then 
screen size and shifted to the left. 

What version of the product are you using? On what operating system?
windows 8.1

isn't this problem specific to windows 8.1 (and the app used to display the 
slideshow) rather than WebP wic codec itself?

This mostly works for me under Windows 7 & 8.1. It's worth noting that a 
webp-only slideshow or one that begins with a webp never starts, so there's 
potential for other issues with this WIC codec; it's been neglected for a while 
and has a few known implementation issues.
