starter: windows starter needs better replacement of gpg path #49

like the sed solution under linux and mac os, the windows starter should be able to alter only the line pointing to the gpg path within the batch file, not writing a whole new file. this here might help: http://answers.yahoo.com/question/index?qid=20090325111419AAGv5Kz

I have rewritten the starter code in autoit, problem still exists, and we need to find a solution for autoit.
