Relations penalty on detected Transponder Off #38

Hello there.

I have noticed that flying with your transponder off is completely fine until they catch you and such I would like to propose a little change.

If patrol "sees" you turning off you transponder player should get immediate relationship penalty with said faction (5 .. 10 points). If they catch you then nothing should change and dialogues and their consequences should go as in vanilla (or other mods). Of course if you enter system with your transponder off or if you turn off your transponder at place where patrols can't see you, you shouldn't get proposed penalty.

Since it's "starpocalypse" maybe treat all ships with transponder off as pirates ??
