Require military market to restore #4

Disable ability to restore combat ships if no military market is present at docked station.

Technical hurdle - disabling restore button.

Next best - increase restore cost via config:

    "baseRestoreCostMult":1.2,
    "baseRestoreCostMultPerDMod":1.2,
