Add an announcement channel for downtime #176

Please add a channel in the support server dedicated to downtime announcements, and please make it an announcement channel so I can follow it and get updates directly in my server.

Any known or planned downtime will be announced in #bot_announcements, which is an announcement channel you can follow.
