DefaultUriLocator should use all locators found in classpath #724

Currently the implementation of DefaultUriLocator uses a set of 3 predefined 
locators. It would be very useful to use all locators found in classpath 
(provided as spi) by default. This would allow easily configure and use custom 
locators.
