Jshint plugin should not try processing css resources #854

This issue was created as result of the following discussion:
https://groups.google.com/forum/#!topic/wro4j/meyW5tG2fp4

Currently, when jshint plugin is invoked, both type of resources (js & css) for 
all groups are invoked for processing. Though this doesn't do any harm as long 
as ignoreMissingResources is set to true, is not the desired behavior and can 
be improved
