Make failThreshold property as well applicable for cssLint #928

FailThreshold property currently could be specified for CSSLint plugin, but 
currently is not taken into account.
It would help for using CSSLint on legacy projects to be able to set the 
failThreshold property for other values than 1, in order to set watermark for 
existing amount of issues
