Describe the feature

Begining with android 13, apps need to request permission to display notifications. Please update Kuper to support this so that notifications can be sent to users.

Despite the notifications option being on in the Kuper app, without the permission request, users won't receive notifications unless they go to notification settings within android and enable notifications for the Kuper app.
