fix-locales #255

really just added android:configChanges="locale|layoutDirection" to the SettingsActivity so it wouldn't keep destroying itself and recreating the activity in a loop

also added locales for Norwegian and Central Kurdish

Good job! I attempted to fix the issue, but on the device I tested (OnePlus 5) the loop wasn't happening for all languages for some reason.
