Can add blank entries #18

What steps will reproduce the problem?
1. Sign in as TA Allocation In-Charge
2. Go to either of the TA Applications/Conflicts/Course Information/Course 
Updates/Results pages

What is the expected output? What do you see instead?
Ideally, when there are no entries in the table, the table should not be 
visible and there should be a message such as 'Results not yet declared'.
Instead, we can see blank tables.

Yes we have already done it for Instructor page where he sees the TA 
applications for his course. If no TA has applied for his course he will see 
the message saying "No TAs Applied" . We will do it soon for the other pages 
too.

Your summary doesn't match your Issue title. If you can clarify this we'd like

I'm sorry, I shall be more careful next time.

One is what is reported here, and the other is where I try to enter a blank row.

Log in as TA Allocation In-charge, navigate to Course Info page.
Click on Add Record, but don't fill in any values and submit it.

It shows a blank row in the table.

Firstly, Why would you want to enter a blank row.
And even you do it by mistake, We have provided you with a delete button to 
delete any such record.
Also, you'd notice you can have only one blank entry. If you try to enter 
another blank entry you'll not be able to do so.

(@smarTAlloc team - This is happens as the email field is UNIQUE in our 
database. It can have one NULL value. All we have to do is make the UNIQUE 
field NOT NULL)

We've fixed this bug, though I still feel it wasn't hampering our process
