Form Not Filled Error

What steps will reproduce the problem?
1.Log in as TA
2. Make some Preferences
3. Click on Application Tab

What is the expected output? What do you see instead?
The expected output was to view the application that I had submitted. However, 
it shows a "You havenot filled your Form yet" error.

Please provide any additional information below.
Also it has ungraceful error handling. It shows the error on a plain white 
blank page. The error should come out neat and on the same template being 
followed.
