Availability graph for zero set. #32

What steps will reproduce the problem?
1. Login as TA for the first time
2. Go to availability tab

What is the expected output? What do you see instead?
The graph is not present there which was the expected output. It should have 
instead shown a graph with values pointing to zero.

Once a TA fills the choice the graph is being displayed.
Though this doesn't affect the functionality of the process, we've fixed this. 
Now you can see a graph with no entries which automatically updates itself when 
a ta applies for a course.
