No Update on Admin View About TA Application #38

What steps will reproduce the problem?
1. Log in as TA
2. Navigate to BTech Courses
3. Select Courses and Click on Save and Move to Form
4. Submit form
5. Log in as TA Allocation In-charge
6. Navigate to TA Applications

What is the expected output? What do you see instead?
I can only see one TA application, I cannot see the TA application that I just 
filled out.
I should be able to see the TA Application that I had filled out.

This seems to be an extremely important bug, since this means that TA selection 
is actually not taking place in your system. Your TA Applications are not being 
properly processed.
