Process Initialization #4

We need to decide whether when starting the TA Allocation Process, our website 
would send system generated mails to the admin/vivek sir to start the process 
or they'll talk it out manually? 

We certainly don't need a reminder for it, do we?

No, I think. And even if we did have that concept, setting a deadline for just 
one person is pointless.
