Remarks Should Not be a Mandatory Field #41

What steps will reproduce the problem?
1. Log in as TA
2. Navigate to BTech Courses
3. Select Courses
4. Save and Move to Form
5. Fill details in the application form

What is the expected output? What do you see instead?

The field 'remarks' is a mandatory field, but it should not be so, ideally. 
This is because not too many people will have any remarks to write, so they 
will just end up writing '-' or 'nothing'. Providing them the option to write 
remarks is good, but it is not essential for them to do so.
Consider removing the mandatory tag.

@Sampoorna: The teaching assistants who are really passionate about the courses 
they have selected, they would definitely want to fill in the remarks about 
those courses, and even if they don't want to , making the 'remarks' tab as 
mandatory would atleast make them think about the remarks once. 
Also, instructors wants to look at the remarks a TA has given for their course 
so we'll be keeping it as mandatory.
