Analog to ubuntu and opensuse packages, add automated package builds for fedora (28/29/30) via docker.

Fedora right now forse Flatpak and I think too that it will be better than rpm. At least, Flatpak package can be used on any OS.

Flatpak, snap, appimage... Probably not magic, but I am currently not too familiar with any of them. I'll probably will put this into a seperate issue, maybe somebody likes to give it shot. Currently over the next weeks my focus will be spend on more/better debug output, restructuring for future support other devices (other than the logitech one) and probably a spotlight zoom feature.

Since 6c769741fb186cf4e700ce1f6ef8c92ae4c6bef9 there is an automated build of a fedora-30 rpm.
