This PR contains various improvements:

Truncate command to clean out Claude Projects (do this if you find that loading Projects is becoming slow even after clearing browser history).
Only create new submodule(s) when running submodule creat
Possible improvement to rate limiting / intermittent 403 from Cloudflare especially when performing large syncs
