Fix regressions when compared to 5.1 release from original codebase. #26

Have been comparing results against the https://github.com/Unidata/jj2000 repository, which was based on the 5.1 snapshot rather than the CVS head this one was pulled from. There were two regressions, which are fixed with this PR. Have also verified and updated constants in AnWTFilterFloatLift9x7 against the spec to confirm no other issues in this class.
