can dop-wii be used without connecting wii to internet? How?

What IOS did you use?
haven't installed one yet, whatever comes with 4.0
What is the first 4 digits of your Wii's Serial Number?

What steps will reproduce the problem?
1. Install Wiihackwii, bannerbomb, homebrew channel on wii
2. after nand backup goto homebrew channel to try to run dop-mii as recommended 
in http://wehackwii.pbworks.com/w/page/8844446/USB%20Loader,
the guide I was using

I do not see dop-mii in the channel and I think I followed the steps in the 
guide accurately.
caveat: I haven't been able to connect the wii to internet

Is an internet connection for the wii needed to use dop-mii or is it part of 
the Wehackwii package?
If it is not in the file can the problem be remedied by downloading it to my pc 
and then copying onto my SD card?
Looking for information and advice on how to proceed

Dop-Mii should appear in the homebrew channel regardless of whether it is a 
working copy or not. Make sure the appropriate files are in the ROOT:/APPS 
folder of your SD/USB device.
