Description of the documentation deficiency / workflow suggestion.

NamingContributing.md instead of CONTRIBUTING.md might cause some confusion and potential issues for contributors and maintainers.
Renaming it will ensures consistency, clarity, and an optimal experience for contributors and maintainers alike.

Most of the repo follow this convention, here are some examples.
