Add 2.1 spec change history to spec doc - misc. changes preparing for final release #196

I don't think there is any technical content here, so I'm going to merge without further review.

There will be review needed as part of the specification release review, e.g. https://github.com/jakartaee/specifications/pull/438

I'm going to version this as 2.1.0-M2 and move ahead with releasing to Mvn Central.
