Remove the references to the use of the authors tag and copyright.txt as a record of contributors.
There isn't actually a notices file in this repository, but there should be and I think it should be the same as the one in the cdi spec repo. I'll add it in a different PR to keep it separate from this change which hits a lot of files.
A few of the copyright headers had the lines wrapped in different places. I've put those changes in a different commit so that they can be reviewed separately.
